Yes, you can use an iPod or PSP during a flight except for during takeoff and landing. You can use most electronic devices on a plane (laptop, mp3 players, gameboys, portable dvd players, etc) so long as they do not actively transmit or receive information (cell phones, portable TV's, remote control cars, etc all are not allowed).
