No, it's not the same.

If you are living in the US and you would fly from north too south of the US, despite the distance it will be a local flight. The moment you cross the border of the US than it will become an international flight, even if it's a 150 miles flight.

It depends. If they're talking about safety instructions, it is usually all the same. If they're talking about Immigration and Customs procedures, then international flights have different requirements than US domestic flights (ie, no immigration and customs processing for domestic flights).
