Two planes are about to collide...?

Two aero-planes are about to collide without knowledge of the other planes existence because all of the radio towers in the world are down.
On board is women, young children, and neuclear bombs and the planes have been calculated to collide right over Washington D.C.
People on the ground know this is going to happen but can't do anything about it because of the radio tower situation and they can't leave there town because they recently put up a wall to protect agains terrorists and lost the key.
Who do you choose to break down the wall, stop the planes and get everyone on the ground safely?

Steven Seagal, it seems he has done this in every movie he has ever been in. Personally, I would prefer Bruce Willis.

Chuck Norris. He would round house the wall and then give the plane a dirty look. He and Lee Marvin would then go in and save everyone.
There'd be no need to employ any of those weenies on your list. The average pilot could handle this little inconvenience without breaking a sweat. We'd just follow the standard rule of "See and avoid". As far as landing is concerned, all airports would turn into uncontrolled airports (ones without towers) and we'd just follow the standard traffic patterns for the approach while keeping each other advised by air-to-air radio communications.
