I got in touch with a lawyer in Aruba to find your answer -- who better to ask than someone familiar with Aruban law, right? -- and he told me that while there's no specific or special law in Aruba that regulates noise pollution, there is something in place called a "hinderverordening." This is a "nuisance law" which regulates businesses, mostly, who have loud music, a kitchen, big butane gas cylinders etc. Before the business gets a permit, a notice is published in the local papers to see if anybody in the immediate vicinity has any objections to its presence.

More common, however, are the regulations in the civil code, which must be obeyed by everyone when engaging in an activity that might make a loud noise. If the noise surpasses a certain amount of decibels and occurs past what might be considered to be "regular" sleeping hours, it has to be turned off or stopped. Citizens can also complain to the police about loud music if they're disturbed at any time by it, and can expect that the police will take care of it. Source(s): I'm an editor for Travelocity.
