Cartoon network is the same across the country. It is one network channel, not a syndicated network like ABC or CBS. Thus the shows are the same and on at the same time in Atlanta and LA, just a three hour difference when they announce when something is being shown (eastern time obviously).

The owner of Cartoon Network is Turner (TBS, CNN, TNT, etc.). Turner is based out of Atlanta, thus Cartoon Network is as well. I graduated from GA Tech, and the building they put it all together is literally right across the street. The night time lineups on Cartoon Network can be very odd, but I usually find it funny. It is filmed for a certain crowd, and has a somewhat cult following. The people who put the night line ups together gear it towards adults (hince it being called Adult Swim), fill it with innuendos, and have a "like it or go somewhere else attitude".
