The best part of Austin is definitely South Austin. The 78704 area. It starts right south of the River and gives easy excess to downtown were all the bars are (6th street is the party mile).
If you are a student it would be good to live close to UT. Up there is a lot of affordable housing but not as nice as South Austin.
In general Austin is a liberal great place to live and there even is a bus system and you can get around easily.

Anywhere on Lamar or Guadalupe, near the COOP, there's a lot of cool new condos going in, and the area is making a big come back to be hip and trendy again...not that it ever wasn't. So get a place quick while their still affordable. They'll be prime living if you plan to stick around. South Austin is good to but beware it's getting expensive.

It really depends on what type of person you are. If you're a hippie that smokes weed a lot, go for the '04, or South Austin. It's pretty laid back there and there is a lot to do. South Congress is a good area.

If you're a downtown business type, try Tarrytown or Clarksville (around Enfield/15th). It's close to downtown, and a large mix of people live there.

If you're in college, go for north campus or west campus.

If you like the wilderness, like off of 360. It's in the middle of NOWHERE, but beautiful and offers a lot of nature and bike trails.

If you like suburban city living, live in north Austin. Lots to choose from, inexpensive, and much more conservative than the rest of the city.

I've lived in them all, and I have to say I think living right on the border (either Clarksville or Noth 78704) was the best. Close to everything. But you'll pay for it.
