It will be cold (but probably still just above freezing), and the Netherlands will probably be damp as well. I've done NL twice in December/January and Paris in December, and it's tolerable. You'll find the best prices for air travel from Nov-March, and the hotel rates are usually cheaper, so if price is a big deal, winter's a better time to go. If you're into the outdoors, I'd wait until spring. "Shoulder" season runs from April until mid-June -- the prices are not as good as winter, but better than summer.
