Old currently in Germany can only be exchanges at the German central bank (Bundebank) and state banks (Landesbanken). There is no fee, but you have the hassle to travel.

All business and shops in Euro countries take only Euro starting 2002/03/01. Their cash registers and IT systems often don't support old currency any more.

Some shops do sales events where they accept old money. So they need to send an employee to the Landesbank. Also only very very few people have that money (and why should they?). Well, based on statistics there are will billions worth of coins around. But they are in the hands of collector, burried, lost or people have so few that it's not worth exchanging.

I think you will have a hard time finding a shop that accept Deutsche Mark.
