definetly munich. its very international and so you get around with english very well. it has the most of the famous beergardens and brewhouses. the innercity is very lovely and old, lots to see while just walking around. i recommend to take a hotel near the main railway station (hauptbahnhof). for a daytrip outside of munich there is the disney castle 'neuschwanstein', guided tours bring you there.
