The Hotel Pacific in Oostende has a piano bar, but I don't know what it's like. Head to Brugge, I'm sure you'll find more options there. Google: Luciferum, Nocturne, Est, The Duke.

Offhand, I don't, but I'm guessing that there is one in Ostend. You may have luck in the casino there; I'm sure there are places around it as well.
