It depends on what you want to do and what is your budget. If you want a younger party scene, you may want to go to Antwerp where there are lots of clubs. Brussels has a lot of culture and is very international. Lots of great restaurants everywhere. The Grand Place in Brussels is definitely something to see and experience both in the day and evening. Brugge is also very nice and has many little canals (like a mini-Venice) and you can take boat tours. There are many places to stay that range from the very affordable youth hostels to some luxury hotels. Waterloo is just outside of Brussels so you if you stayed in Brussels you could spend a day in Waterloo. I believe there are some tours that take you through Brussels and through Waterloo as well. I live in Waterloo and it is a very nice area and the Butte du Lion is very close to wear I live. I believe another user mentioned that museum and battlefield that is found there. If you are a history buff, that is very nice too. Belgium is famous for great beer and food so you have to come to enjoy the local favorites.

Waterloo


In Waterloo you will visit the battlefield (all visits are optional), where you can see the historical farmsteads as well as the monuments erected by the Nations that participated in the battle. Stop and choose to visit the Panorama painting (by L. Dumoulin), and the Visitor's Center, where you can join an audiovisual reconstruction of the battle. There is also some free time to climb the Lion Hill. All visits on the battlefields are optional.

its depends. Belgium is a small country but with many interesting cities. The capital Brussels is worth seeing, also Antwerp, Ghent and of course Bruges.
Depending your financial possibilities you can stay in a hostel or in a 5 stars hotel. To you the choice.
I can only remember Bruge and its Stella Artois bars which had 6 beer pumps but only sold Stalla !

Oh..and the chocolate..hhmmmmmm
You can never go wrong with Holiday Inn. I stayed there just this past weekend for 50 Euro a night. It was a decent size, great service, and breakfast included. It was called Brussels-Schuman.
