I would like to know the guidelines for selling tourism packages in Belgium? How are they are applied and to who, when and where etc. How much does a licence cost and do you require any special qualifications.

My best advice would be to get in touch with the trade section of the Belgian embassy and ask for their advice. The chances are that you need adequate insurance because travel agencies have been known to go bust leaving their customers stranded.

offering tour programmes is not as easy as you would think. its all about insurance, you have to be bonded by someone like a.b.t.a. which can be a lengthy process as they would be expected to honour your clients should you go belly up, or grab peoples money and run. so you will need to have proof of your financial position. hope this helps.
