Belgium. Worst swear world in the universe?

If you have read The Hitch Hikers Guide to the Galaxy, you will know that the worst swear word in the universe is 'Belgium'!!!!!

I know this is a comedy, but does anyone know anything about Belgium that would have persuaded Douglas Adams to decide to call it a swear word?
