How to call Germany from the USA?

I need to call a number that is posted in the internet as +49 30 (and 8 digits number here). What does + mean before the number 49? Do I need to dial 011 or any other number before 49?

you dont have to add +..just dial the remaining number and it will do
+49 is the cell phone way of putting the german international dial code.

If you are dialling from a standard telephone, the + is basically double zero so dial 0049.

You need to dial the US country code first which is 011 and then the German country code 0049 (the + stands for 00).
you must call 011 for europe, and 49 for germany...
so you must call like that: 0114930...
