I grew up in Salem, MA which is 1/2 hour North of Boston... Lots of history there... and there is a fair in Topsfield, MA, which is about 20 minutes from Salem... http://www.topsfieldfair.org/
It is one of the larger fairs in the area... and one of the oldest! There are agricultural exhibits, a midway with rides and games, lots of food vendors, buildings featuring different animals and displays, demonstrations... lots and lots... I have very fond memories of being a young child at the fair... and still enjoy it as an adult with children of my own. Check it out!

Others
No festivals that I know of, but plenty of wonderful foliage in the regions nearby (within 150 miles), especially between Oct. 8 and Oct 20.
