Dont go there 15 - 20 September as the Liberal Democrats are having their conference on those dates +1/2 beforehand in preparation so you wont be able to get any Brighton hotels then The Tourist Information Offices are there for this very type of question. You can find them by typing Tourist Information Offices into whichever search engine you use. It should be pointed out that you have chosen the very height of the conference season in Brighton on those dates so you may find you have a problem. September bad idea as Lib Dem conference - there will be no spare rooms anywhere. I live in Hove and 2 hotels that can cater for what you require are the Ramada Jarvis or The Landsdown Hotel . They are both nr the Beach and Town centre and as prices go in Brighton they are reasonable.
