Get the Airtrain to Roma Street Station, then go to the transit centre upstairs and get a coach to Toowoomba. It's about a 2 hour drive west of Brisbane.
Or there is probably a shuttle service that does direct from the airport

THE AIRPORT FLYER is a Mini bus service that would collect you from the baggage claim area at either the International or Domestic Airport and drop you in Toowoomba at any address you desire.
