There is everything you need already there. Plenty of bottled water everywhere. Coke, Pepsi, chips -- FOOD. If you are anywhere near a large city they have Walmart's, Costco's and other modern Mexican grocery stores.

If you are traveling by bus, defintely yes, because where ever you are going will take a long time. Even if you are flying, you will get a bit of water and some small snack. Be sure you have a travel permit if you are going beyond 25 miles of the American border. Check with the Mexican embassy.
Definitely bring your own water!! Or maybe ever a Brita filter? But I highly suggest bringing bottled water. But the food in Mexico is fantabulous!!!!!

No. It is illegal to cross the border bringing food.

You can always buy bottled water everywhere in Mexico, and also US food as McDonalds, etc.
