I guess it depends on where your travelling from. Historically summer and winter especially around Christmas/New Years and Spring break have been the most expensive as far as air travel and hotel bookings. Summer is most expensive for rail. Bus is the same year around. Hotels are most reasonable in the Spring and Fall - which is great if you're coming to do shopping because that's when the malls have their biggest sales. Of course a lot of the attractions aren't open though.

Summer and Winter (for the skiing season) are probably most expensive. Zoom Airlines are very good value and provide good service.
Me! Been to Canada several times. Parents flew with Zoom last year.
We have been looking into this very thing, and we recommend
zoom airlines a look. They are on-line. Hoping to move there soon.
