Depends on what cruise line you go on. Royal Caribbean recently changed it's onboard drinking policy to 21. No matter where the ship is at. If you want to drink go ashore in Mexico.

I was 19 years old when I went on a Carnival Cruise to Cazumel and Playa de Carmen, Mexico.

While on the boat, we could not drink because it was still "U.S. law." However, while in Cazumel and at Playa de Carmen, as long as you're on land, you're free to drink as much as you can afford!

In fact, we went on a tour of "Passion Island" while at Cazumel that included an open bar. the margaritas were great!

On the cruise ships, no. US laws still considered and you can get prosecuted. At the ports, age is 18 but if you're younger, you may be able to get away with it, as long as you don't look like a teeny bopper or are by yourself...
My 13 year old nephew (who looks older) was drinking on the ship an and gambling at the casino, not sure how he got away with it...
