What if someone doesn't want to travel for 3 hours in order to get to London?

Fastest train is actually only 1 hour and 55 minutes (dep Cardiff 07:25 arr Paddington 09:20). A flight (even to London City) would actually take longer if you factor in airport check-in times, security etc. BA used to fly the route at a huge cost - but it was obviously not economic - due to the above.

I guess they expect everyone to take the train - it's less than two hours to Paddington apparently with the Express from Cardiff?

no, it's really not that far, 3 hours by road.
A flight wouldn't be much quicker, with checkin and security time, the flight itself, and then getting to from the airports.
