Why is it in cardiff that the local counsil give out taxi badges to immigrants like adults give out smarties to their children! yet the locals get refused?does this happen in other cities?

I've been in taxis in Cardiff and they are mostly N-Reg clapped out bangers. They NEVER use dipped headlights in the dark (only sidelights) because they are afraid of running down their clapped-out batteries (police do nothing), they tailgate cars in front because they are desperate to get back for more customers and they often have only one brakelight or headlight. Is there no council taxi control in Cardiff? Has anyone seen worse licensed taxis anywhere in UK?
Yes it also happens where I live,the sad part of it is, the buggers have very little knowledge of the English language!
maybe the locals dont want to do these jobs. immigrants are life and soul of some UK cities. if indian docters had not come- there would have been no nhs.
its very easy to blame all ills on the immigrants just like hitler blamed jews for all the ills of germany.
