Check with the Chamber of Commerce, I'm sure they can steer you in the right direction!
You don't really need a permit. Most parks have so much room you can just show up. But if you plan on having loudspeakers, an official sound system, etc., then you DO need a permit. But if it's some sort of informal thing, just show up. Jackson park, for example has TONS of open space.
