How do I know that the new "open Road Tollway" system saw my Ipass. What happens if it didnt?

You don't. The newer I-Pass does not have an audible beep in it anymore, so there's no indication that it saw it.

If it didn't, the system will capture your license plate number and you'll receive a letter from the Illinois Department of Transportation. You'll have 21 days of the receipt of the letter to contact them and verify that your I-Pass is working, and they'll adjust the toll appropriately. If you fail to contact them after receiving such a letter, you can be cited for failure to pay your toll.

The "open road tollway" technology actually works much more reliably than the single transmitter above each lane in the toll plazas. They've been experimenting with that for several years now down in Orlando, and it works well enough that they eventually plan to convert all toll plazas to "open road tolling."

They have cameras there so they will know if you pass through or not. If you get a ticket because it didn't see your pass, you can contest it. But must occasionally, monitor your account and transponder to make sure it is working properly. You will be billed

"Unsuccessful I-PASS transactions will be V-Tolled
Video-Tolls (V-Tolls) are tolls that could not be deducted from your account at the time of the toll transaction typically attributed to a missing, improperly mounted, or inactive transponder. It is important to periodically review your account activity to ensure your transponder is functioning properly. Excessive V-Tolls will result in penalties, so please mount your transponder correctly and ensure it is working properly. "

The only way to know if you have been scanned is to go through the toll booths to the right. The blue light tells you that you have been detected. This requires a stop and go after the light goes on.
