Why is Chicago O'Hare at Orange Alert?

the airport is a big terrorist target and so is the CNN buliding in downtown Atlanta or the mall of america...etc.
No one airport goes on "Orange Alert." The alert levels are dictated by TSA. If O'Hare is at Orange then every airport in America is also on Orange.....like right now.
It's at Orange Alert because it has a high risk of being a target for terrorists.
