Is shopping in Shanghai cheap?

I will be travelling on business to Shanghai in August and will be staying at the Ritz Carlton. Are there cheap boutiques around this area? Or flee market perhaps?

I love clothes and shoes, so if you can give an estimate range in USD for a piece of clothing, that will be great!

From what I've experienced, the only thing cheap in Shanghai is cab rides, cigarettes, trinkets, and chinese food. Now if they can work on cheap booze I'm all set.
