If you are judging from a westernized point of view, you are considered correct in your point of view.

"Civics" had not been a priority matter in Chinese education or culture since the cultural revolution as they had more important things to worry about; survival.

However, Chinese government had lately begun to realised that they have lost a certain amount of "civicness" in their culture and have lately begun at the level of education primarily aimed at educating the younger generation.

This obviously, cost them time to educate its people.

Because of the labor, the wages rate, this means keeping wages relatively low, only Chinese renminbi and the Hong Kong dollars have held past against being responsible member of civic society.

i think they need to take time 4 learning civic in school,maybe 5 yrs later.
There is no value for the effort to help the thieves. Plus its hard to be grateful for the government that killed your parents and tortured your teachers and bludgeoned your pet dogs and lets people poison your air and water and tortured your neighbor for wanting back wages. Thats probably why there is low civic values there. No accountability for the government members who let this happen/ actually did it.
