Museum Center time capsule?

I have been to the Cincinnati Museum Center/Union Terminal a couple of times over the past couple years. As you walk in, near the entrance there is a brick (outside) that says there is a time capsule that will be opened in 2008. I think it says December but I can't remember. I would like to find out more information about this; such as when it was put there and who put it there. If you can help, thanks a bunch! I'm really interested.
