I've been to both, many times. Just go to NYC and skip Niagra.
There are suggestions all over the web for cool stuff to do when you travel. Although I am not a big fan of NYC(too dirty of a city for me), there are some fun things to do. For example, to get show tickets go to the tickets tickets counter in Times Square, they sell discount tickets for day of shows(you have to get there early and wait in line, but it's usually worth it). Going up the Empire State Building doesn't cost very much and you can also walk up the Statue of Liberty.
Also, Niagara Falls is one of the coolest places I have ever been to. There are a lot of cool tours of the falls you can do, like Maid of the Mist(a boat ride that gets really close to the falls). I would just stop for a couple hours and look if you're on a budget though. It's quite a sight to see, but that's really all their is. I would go to travel websites and message boards specifically to find out more info.
