I need a residency visa/permit for Spain, can anyone give me guidence?

I need a residence visa/permit in Spain, but it seems that all the law offices charge fees just to listen to my question. I am an American citizen but I am currently travelling in Europe (without a permanent residence here). I know that I need to get my NIE in Spain, but where do I get my residency visa/permit? Do I have to return to the US to get my residency visa? Do I need my NIE before applying for my residency visa? Is there any way that I can apply for my residency visa/permit in Spain without ever returning to the US?

Other information:
I own my own company so I will not have a work sponsored entry.
I am married and my husband is also an American citizen
