What is the best cruise line for smaller ships?

Both Silversea and Seabourn have nothing but smaller ships. Both of these cruise lines are always ranked at, or near the top, in the travel magazines. You will pay, but if you have the money, it'll be worth it.

My parents like Norwegian cruise lines...they are going on their 8th cruise soon.
