Call ahead to see if they have any stupid rules such as: Payment- you must bring two seperate money orders when applying. One for local and one for state since they like to keep them seperate but won't tell you that until you're standing there with one money order in the office. It took me 2 months to get it back. Looks pretty good.

Go to the post office or if that isn't convienient you can usually do it at the same place they give out marriage licenses. You will need a birth certificate, a picture ID and 2 passport pictures. A decent size post office can even do the pictures for you. It can take a good long time to get but if you need it fast you can get it sooner if you pay extra. I paid all of the extras and it came in a week. Plus if you pay for the expidited shipping you can go online and see exactly where it is and when it is coming. Once you get it scan a few copies of the first page. One for home and one to keep seperate from your passport when you travel so if you lose it your life will be much easier.
The other answers given are correct if you are an Irish citizen. The only thing I would add is that you will need the garda (police) to sign your application.

You didn't clearly state that you are Irish, so I will approach your question from another angle. I will answer with the assumption that you are non-Irish who wishes to apply for Irish citizenship to procure an Irish passport.

If one of your parents were born in Ireland, it is pretty straightforward. If not, it is EXTREMELY difficult and will take over a year. You must apply for what they call FBR (Foreign Birth Registration) citizenship. At the time I applied, one needed one Irish born grandparent, but I believe they may have amended this to now require two Irish-born grandparents.

You will need 14 documents (and some of them are difficult to procure). You will need your grandparent(s) original Irish birth certificates. If you do not have them, you must PERSONALLY go to the Hall of Records in Dublin and request them.

You must have your grandparent(s) marriage license (note there is a difference between a marriage LICENSE and a marriage CERTIFICATE), and death certificate (if applicable). You will need your parent's original birth certificate, marriage LICENSE, death certificate (if applicable), and a form of citizenship identification of your parent, i.e. passport.

You will need your birth certificate, marriage LICENSE (if applicable), citizenship identification document, i.e. passport, and proof of permanent residence, i.e. a utility bill (they will not accept a driver's license as proof of residence).

From there, you must personally travel to the Irish Consulate nearest to your residence. An official will review your documents, and ask you questions (i.e. Why are you doing this? -- I said to honor my grandparent's heritage).

There is an expensive application fee. From there, it will take one year. Be prepared from them to reject your application at least once. After the wait, they will issue you an FBR certificate. From there, the process of obtaining a passport is easy. Just fill out the application and pay the fees.

Try googling the Irish COnsulate nearest your area. There are consulates in DC, NY, and Boston. They all have websites. Ask them to mail you the application forms.

It is a difficult and expensive process -- I hope I haven't dissuaded you!!!!

Depending on what countries you want to visit and for how long, you might have to get an additional Visa which is kept with your passport and sometimes attached to the inside of the passport. You can get Passport forms on the Internet. To make a long story short, this can be a complicated process, so you need to do your research, and start at least six months in advance of your trip....
