Yes, it is. Tons of the younger (college, teenagers) people speak English because they have to learn it in school. Also, to follow up on one of the other answers: "Habla ingles?" is how you would ask if they speak English. Also, "No hablo espanol" (I don't speak Spanish) could be very helpful.

Yes, it's possible. Americans form by far the largest demographic of tourists, and many businesses are geared towards them. It does help to learn a few basic phrases though, or at the very least, "Do you speak English" in Spanish.
oh yes, appear to be dumb, try Sign Language....
....and there will be plenty of helpfuls who will help you in written English - they have average but workable grammer though!
