How would a costa rican resident go about gettting a passport to visit the United States?

Passport is given in the 'migrations office' in La Uruca, and visa to US is given at the US embassy in Pavas. There is no relation between those two, except that if somebody is asking for visa MUST have the passport. Same applies everywhere else, I guess!

To obtain US visa a local should call to one 900-number to get the appointment, and there, show lots of documents to demonstrate one is not going to stay living in US (as if!...)

Others
go to your forein affairs departmant and apply for a costa rican passport. after you get your passport go to the us embassy in your country or visit the site us embassy
