Yes I did last June. Pretty much all the major international and national car rentals have agencies in the area. The only trick about renting a car in CR is to carefully inspect the car and note every possible scratch and nick when you are asked to check out the car. Otherwise there could be a substantial damage charge.

Two option, first: look for a well known international company, it gives you relief. second: local companies, can give you better prices, the only thing you should be aware is about the insures paperwork.
