Can children travel overseas with non guardian?

I am travelling with a 14 year old sister to costa rica this summer. i am 22. will there be complications?

You should make sure that you have a medical power of attorney, and all important documents.Yes this is fine, as long as she's travelling with an adult which you are everything is ok.
she needs a document which shows her parent allow her
make sure you have her medical allergies, power of attorney, and plenty of money just in case. Also consider having her picture taken and put one in your carry on bag just in case she goes missing for some odd reason and of course have her fingerprints done. That is most important when traveling with a child...good luck, just take precautions is all and all will be good.
