It is true in almost every aspect, except real estate. To be able to stay more than 3 months, it is necessary to have some sort of resident visa. The easiest one to get is a rentista resident visa. You or your bank demonstrate that you have $60k to spend in Costa Rica over 5 years and you are granted a visa (after some paperwork and 5 to 10 months delay). Every year you have to demonstrate that you did spend one fifth of the $60k. Second, about investing. It is fairly easy to set up a corporation in Costa Rica that would do the investing for you. As a tourist, you are not be allowed to open a bank account which will be indispensable for investing. Up to now it is fairly easy to wire US funds to and from Costa Rica. Lately, however, a lot more questions are being asked by banks about the source of the funds. Others Many are moving to Costa Rica and Panama...
