It depends on what you are planning on doing and what type of weather you prefer.
Most people tend to enjoy the weather from Thanksgiving through early February because it is not very humid, there are dry winds and it seldom, if ever, rains in most areas.
Unfortunately, it is also much more expensive and crowded during these times.
My personal favorite time is right before Thanksgiving or that week because it is just the start of the dry season (not too hot or rainy) and yet everything is still beautiful and green. In December through February, a lot of the country browns from the heat.
March-May can be extremely humid and you can find yourself praying for rain! Not my favorite time.
The beginning of rainy season, June and even July, can be very nice. Not too crowded, humid but afternoon rains to break the pressure, everything looking green and travel costs less. You do have to worry about too much rains in areas such as Tortuguero and Corcovado but I still think is is better than going over the Spring months.
