Is everyone in Costa Rica allowed to vote?

who specifically is allowed to vote? are there some people, like of a different race or nationality that aren't allowed to vote in Costa Rica. please answer ASAP

Everyone over teh age of 18 is allowed to vote in costa rica, and if my memory serves, everyone is required to vote.

Others
Everyone with the Costa Rican citizenship, above 18 years, and yes, everyone is required to vote, but only about 40% do vote in the elections.
