After their civil war in l945 the Costa Rican government decided to disband their military and take all of that money it would otherwise spend and put it for the good of the Costa Rica citizens by providing better Health Care and better education for them. This resulted in Costa Rica having one of the highest literacy rates in the North, Central, and South Americas! 92%! a realist and a Tico at heart! Paul is right about the army.
