A regular letter should cost $0.90 from any part of the U.S. to Costa Rica. It takes from 5 to 10 days, depending on where the person lives.

From Los Angeles it's 97 cents , 7-10 business days if you note "Air Mail " on the envelope. Your best bet would be to go to your local post office and have them weigh it and put a via air mail sticker or stamp on it. I'm not sure if the price of postage varies depending on what state your in.
It costs $0.97 for a 1oz letter.

If you are mailing it to San Jose or a nearby large town like Jaco it will take 7-10 days.

If you are mailing it someplace WAY off the beaten path, it could take over a month.

I mailed a post card from Pavones, Costa Rica on June 4th... It actually arrived here (back home in the states) today.
