Cozumel without a Passport?

We are going to Cozumel in a week. Four people (of six) in our party do not have U.S. Passports, however have birth certificates and picture identification. They are under the impression these forms of identification are still acceptible. What are the most recent requirements? I have been told the problems usually are trying to get back into the U.S.

Travel Tips
A birth certificate and a photo ID. You will fill out the sheet on the plane before you land. Then go to the line at the airport and show them you id..You do not need a passport. I have gone their several times. I love it there.Remember tip your waitstaff good. They will be your friend for the duration of your trip. If you understand what I mean.

My family always travel with Birth Certificates and Valid I.D. and we have no problems getting back.
