I guess it's only an urban legend, the water in Mexico is filtered to make it drinkable.
I live in Mexico.
Every country purifies their water a little differently, so in Mexico there are chemical treatments or microorganisms that don't get treated which we don't have in our water. These upset the digestive system, and usually you will end up with the runs or even vomiting or fever. Mexicans actually have the same problem when they come here to the US and drink our water.

You can drink the water in Mexico. But most people aren't fans of diarrhea and other gastro-intestinal diseases.

Actually, in large resort hotels, the water probably is drinkable. But I'm not so sure about tap water, even in large cities.
