Take a ferry. There's a port in Playa del CArmen, and playa is very cute so it would be worth taking the ferry from there.

Personal opinion here...but this is the best way to enjoy it cheaply.
And you just happened to run into a common predicament and desire most cancun tourist run into.
Take a taxi to Playa Del Carmen which is about 1 hour south on a very good highway. The taxi cost should be less than $60. Bus is available from the downtown Cancun bus station and the buses are clean and nice, the round trip is about $15. From Playa del Carmen, ferries run back and forth to Cozumel almost hourly at a cost of $18 round trip. The ferries are nice, new and take about 35 minutes each way.

You can take the airport bus to Playa del Carmen, they're right outside the main arrival hall. Then you take a ferry boat from downtown Playa del Carmen to downtown San Miguel, Cozumel's main town.

For the bus, the cost should be somewhere around $80 pesos per adult one way (Little less than 8 dollars). Run by the Riviera Bus line, it is a division of ADO Main Bus Lines. It is the only bus service from the airport to Playa del Carmen.

It is blue and large with RIVIERA written on the side and is non-stop to Playa del Carmen. The tickets are sold in the luggage pick up area and at a small booth just before you exit Terminal 2 (commercial international airlines and domestic arrival terminal).

If you are coming in on a charter flight, you can take the free inter-terminal shuttle (marked ASUR) from just outside and to the right of the exit and on to Terminal 2.

You can buy tickets on the Riviera bus as well. It is air conditioned and makes about 10 trips a day and there is room for luggage underneath. The bus drops everyone off at the main bus station in Playa on the corner of Benito Juarez and 5th Ave., 2-3 blocks from the ferry dock. Walk to the dock (If you have too much luggage there will be people offering their help for a few bucks, a dollar per bag average).

You will find two ferry companies. CHECK BOTH TICKET BOOTHS BEFORE YOU BUY. Check for price and schedule. BUY ONLY AT THE BOOTH. Ferries run at least every hour betweem 5AM and 10PM. It is a 40 minute boat ride to the island. Watch that last ferry! One way tickets should be around 10 dollars each.

There will always be taxis waiting for you on the island. Set a fare before you board, bargain and make it something reasonable. Don't fight. Chances are you will see the same taxi cab many times in the small, taxi union controlled island.
