CANCUN DEFINITELY!!!
Depends on what you are looking for in a Vacation. Cancun tends to more touristy, its a spring breakers holiday.
Cozumel is much more laid back, total r&r, scuba. There are a few places to party, but not to the extent that there are in Cancun.

I prefer Cozumel.. I'm a diver.. I want to get far, far away from the tourist places.. and the tourists!!

When your plane lands in Cozumel, make sure you look out the window for the landing!!! hahah you will be using your brake pedal!!
Cozumel it has been least attacked by tourists.
It is a bit more natural still but if u really want to experience mexico u must see yucatan!
Both places are nice but very different.
Cozumel is known for it's underwater reefs. It's a place to snorkel and dive. It's a beach destination. Very laid back compared to Cancun's busy day and night life.You do get a big cruise crowd in Cozumel. But they need the tourist $$$. Once you get away from San Miguel and head to the east side of the island, the beauty of this unspoiled part of the island is breath taking. You can still find an isolated beach in Cozumel.
Cancun is very Americanized. Resort after resort along the hotel zone and ocean. Shopping centers and clubs line the other side of the hotel zone. Lots of nightlife and restaurants. The waters are beautiful blue/green with surf.

It really depends what your looking for. Small town feel or big city feel.
Go to both and see for yourself and enjoy.

I liked both a lot, but in general Cancun is more crowded and Cozumel is less crowded.
