Yes some cruise ship and lines have them and you can see where they are. The Royal Caribbean ships do not have deck web cams, but the Port Canaverl web site has a web cam:

Princess cruise line has an extensive list of on ship web cams.
I'm not sure. To find out you can either go to their web site or search it on www.google.com.

This is an interactive webcam from the Radisson inn. you get to control the camera for two minute intervals.
