Yes there are many.
The easiest and best in my opinion is to work for the gift shops.
2 major concessions control 85% of the shops on ships.
Its a staff position and not crew (staff is better) and you dont need any special skill (anyone can sell stuff).

they make phone interviews,
go to the site, send your resume, they麓ll reply asking you to call to schedule the interview.

they pay less but have more ships. I like Hardings better, but there麓s no fees in advance either.
Hardings has some 45 ships and Starboard some 90...
Starboard has the major companies like Carnival, Costa, Royal, Celebrity... Hardings has companies with better passenger profile (not always, but some).

just call the cruise line you would like to work for and ask personnel these questions......they are the experts....good luck
if you go on the different cruise line's website they have a careers sections where you can see the jobs available or they give you contact information
