The only ship and line that I know of that allows dogs is Cunard onboard Queen Mary 2. They do not allow any other pets and the dog must remain in the kennel area. I'm pretty sure that they only allow dogs on Trans-Atlantic itineraries.

However, you must also ensure that you dog meets the guidelines for entry into England prior to embarkation.

No other line allows pets on board other than service animals.

No, you aren't allowed to bring your pet with you because of strict quarantine or entry requirements for pets at ports they visit. It's not the cruise line, it's the countries requirements that they visit.
