If you are an American can you spend money in Cuban Dollars?

If you are an American, can you spend Cuban Dollars that have been converted from The American dollar without suffering any penalties?

I know the restriction is that we can't spend American money there but if Cuba is independant why would they accept our money? plz help.

Once you leave Cuba that money is completely useless in the rest of the world, it's like Monopoly money, no value.
