The castro brothers and the old russian goverment .
First by Spain, then by the United States. There was a brief period of occupation by England but their presence never resulted in any cultural changes to the island's culture. Spain did introduce the language, religion, and political administration to the island. The U.S. meddled in Cuban affairs and added clauses to the Cuban Constitution to interfere in Cuban affairs (The Platt Amendment) and also were successful in obtaining the base at Guantanamo. They also introduce baseball to Cubans.

Russia does have a base in Cuba (Cienfuegos) and did influence political ideology, however their true effect on Cuba's culture was also minimal.
